GENERAL PROVISION OF ZADAK FORUM
Book I General Provision
Chapter I Scope
Article 1: Penalty will be imposed in accordance with the rules and regulations of the website effective at the time of the offense.
Article 2: The rules and regulations of pasting content to ZADAK website shall also be applicable to the services of the branch websites.
Chapter II Responsibilities
Article 3: The ignorance of the rules and regulations of the website shall not exempt the offender from the responsibility of violation.
Article 4: The target of punishment is the User ID. Owner of particular User ID shall be responsible for any offense committed under the ID even though the offense is committed by a third party by using his or her User ID.
Chapter III Penalty
Article 5: Penalty is classified as principal penalty and subordinated penalty
Article 6: Types of principal penalty are specified as follows:

I. Deletion of User ID: the ID will be nullified permanently and no access to the website.

II. Prohibition for pasting essays to the website permanently: no presentation of any idea in any service.

III. Revocation of the use of mail box: the function of internal mail box will be disabled.

IV. Deprivation of the right of service: no expression of ideas through designated service.

V. Deprivation of the right of using the website: no expression of ideas through designated service.

VI. Deprivation of the right of using particular webpage: no expression of ideas on particular webpage.

VII. Deletion of works: including the essays, pictures being presented, and any other works being uploaded.

VIII. Freeze the Z currency account: the amount of Z currency cannot be changed.

IX. Demerit points, admonition: this penalty is exclusive to respective webmasters on charge of nonfeasance.
Article 7: Types of subordinated penalties are specified as follows:

I. Deprivation of rights of users
Including: assumption of management positions, participation in events. -
II. Confiscation.
Including the experience value, Z currency and related virtual objects due to the violation of the rules and regulations of the website.
Chapter IV Aggravated penalties and joint and several liabilities
Article 8: Administrators who violates the rules and regulations of the website shall be punishable by aggravation of 1/2 of the original penalty.
Article 9: Webmasters shall assume joint and several liabilities for the punishment of the deputy webmasters on charge of nonfeasance. Penalty may be aggravated depending on the severity of the offense.
Article 10: If the same offense is repeated within 6 months after the penalty of the previous offense is served, aggravated penalty by 1/2 will be imposed.
Article 11: Offenders of several offenses shall be punished with aggravated penalties that may lead to the revocation of User ID.
Article 12: Offenders of repeated pasting of the same essay in several webpages simultaneously shall be punished with aggravated penalties that may lead to the revocation of User ID.
Article 13: The system will match the user with all User ID under his or her title, and all of such accounts will be frozen.
Article 14: Solicitation of an offense in pasting content at the website shall be construed as an offender of solicitation. Offender of solicitation shall be punished according to the severity of the offense being committed under solicitation.
Chapter V Judgment of the severity of offense
Article 15: The following will be taken into account depending on the severity of the offense:

Chapter VI Prescription
Article 16: The right of imposing penalty will expire within a period of 3 months from the last day of the offense beyond which the responsibility will be waived.
Book II Penalty
Chapter VII Infringement of copyright, commercial behavior, restricted class
Article 17: Sale and/or offering of infringed items over the website shall be punishable by revocation of User ID whether the transaction involves business profit or not.
Article 18: Invitation for offering of infringed items over the website shall be punishable by suspension of user right in the entire website for 2 weeks.
Article 19: Posting of websites with infringement nature over the website shall be punishable by revocation of User ID.
Article 20: Engagement in commercial advertising or activities without the consent of the website shall be punishable by revocation of your User ID.
Article 21: No posting of questionnaire regarding personal information over the website including any of the following without the consent of the website:
Name, ID card number, birthday, telephone number, address, the offender shall be punishable by revocation of User ID.
Article 22: Netizens shall not present content of links rated at restricted class or be punishable by suspension of right over the entire website for one month.
Chapter VIII Infringement of copyright or privacy right
Article 23: Posting the works of a third party in public without the authorization of the authors shall be punishable by suspension of right over the entire website for one month.
Article 24: Disclosure of the personal data, mails or information of a third party without the consent of the party concerned shall be punishable by suspension of right over the entire website for one month.
Article 25: Use the personal data for registration and validation of User ID without authorization or acknowledgement of the owner shall be punishable by revocation of the User ID.
Chapter IX Personal attack, Refresh, and trade
Article 26: Engagement of personal attack or verbal abuse openly on the webpages shall be punishable by suspension of the right over the webpage for one month.
Article 27: Posting the same or similar types of essays in more than 4 webpages shall be punishable by suspension of right over the website for one month.
Article 28: Refresh shall be punishable by revocation of User ID Refresh shall refer to the behavioral pattern within a designated period of time:

I. Presentation of the same or similar or meaningless pictures or paragraphs for more than 4 pieces repeatedly.

II. Repetition of the same action with an attempt to move up the statistical figure more than 3 times.
Article 29: Exclusions
-
I. If the events regulated in This Chapter occur in a particular webpage, the webmaster shall voluntarily establish the rules for responding to the situation beyond the removal of the essay.

II. If the personal space (including the mail, message and personal page at the website) of the user was under attack by the others, please block the action through blacklisting or report to the police. The website disclaims any responsibility in handling the situation or taking any action except the keeping of evidence for assistance to police investigation.
Chapter X Jeopardizing the system
Article 30: Users who elect to adopt unusual means of operation or willful use of the loophole of the system the extent to which the system cannot function normally or is damaged shall be punishable by revocation of the User ID. The website reserves the right of pressing charges against the offenders.
Article 31: Willful intrusion into the system shall be punishable by revocation of the User ID. The website reserves the right of pressing charges against the offenders.
Article 32: Willful posting links with virus or Trojan programs shall be punishable by revocation of the User ID. The website reserves the right of pressing charges against the offenders.
Article 33: Using the ID of the administrator or system in disguise that misleads members of the legitimacy of management actions being taken shall be punishable by revocation of the User ID.
Chapter XI Nonfeasance of the administrative staff
Article 34: Administrators are the webmaster and deputy webmaster, teams without webmaster and general management chosen under a public screening process.

Article 35: Demerit points will be given for the act of nonfeasance of the administrative staff. Those who have the record of 3 demerit points in 12 months will be dismissed.
Article 36: Administrative staff failed to visit the webpage for 14 consecutive days without taking leave shall be dismissed.
Article 37: Unfair in the enforcement of rules and regulations, failure to observe the rules and regulations of the webpages and the websites in enforcement, will the punishable by admonition, demerit points, or dismissal.
Article 38: Administrative staff engaged in activities beyond normal duties by making use of their position and function shall be punishable by admonition, demerit points, or dismissal.
Article 39: Administrative staff who avail their own user ID for the use of a third party shall be dismissed if detected.
Chapter XII False accusation and perjury
Article 40: Accusation with no incriminating evidence shall be construed as false accusation and shall be punishable by prohibition of the right of posting at the entire website for one month.
Article 41: Accusation with fabricated evidence shall be punishable by revocation of User ID.
Chapter XIII Subordinated penalties
Article 42: Offenders punished by the rules and regulations in this Chapter without removal or modification of the offending content at the expiration of the term of penalty shall be continued punished until corrective action has been taken.
Article 43: Further to the aforementioned penalties, offenders punished by the rules and regulations in this Chapter, the incentives for the works being removed due to violation of rules and regulations shall be confiscated at twice the amount such as the experience value and Z currency.
Article 44: Offenders punished by suspension of right over the entire website for one week or more are not eligible for applying for management position within 3 months after the expiration of the term of punishment.
Article 45: Offenders punished on charge on infringement shall be deprived of the right for applying service for the pros permanently.
Book III Self-Governing of the webpages
Chapter XIV the institution and announcement of the rules and regulations of the webpages
Article 46: webmasters reserve the right and have the obligation to consult the rules and regulations of the website and the essay management regulation to establish their respective rules and regulations governing the webpages and penalty code.
Article 47: The rules and regulations for webpages will be effective as announced. The ignorance of such rules and regulations does not exempt the offenders from penalty.
Article 48: Rules and regulations of the webpages shall be nullified if contradicting with the rules and regulations of the website.
Chapter XV Types and limitation of penalties under the rules and regulations of the webpages
Article 49: The authority of the rules and regulations of the webpages in imposing punishment:

Article 50: Webmasters shall cite the provision of the rules and regulations of the webpages at the time of imposing punishment.
Article 51: The limitation of prohibition of posting: (including the upper limit at aggravated penalties)

Initial offense: 3 months in the forum

Repeated offense: 6 months in the forum

Habitual offense: 9 months in the forum
Book IV Enforcement of the rules and regulations of the website
Chapter XVI Authority and Responsibility
Article 52: The website shall impose the punishment for offenses specified in “Book II Penalty” on reporting.
Article 53: The webmasters shall impose the punishment for offenses specified in “Book III Self-Governing of the Webpages”
Article 54: Webpages without webmaster shall be administered by General Management and management team without webmaster in punishment.
Chapter XVII Reporting of offense
Article 55: The cases involved penalties specified in “Book II” will be accepted except under the jurisdiction of the webmasters.
Article 56: Eligibility of the informants
Only the party concerned may report on cases of personal attack, violation of personal privacy, and infringement of copyright. All other persons may report on any offense as discovered.
Article 57: Visit the page of “Customer Service Center” for reporting.
Article 58: in Chapter XI on the nonfeasance of webmasters, only the report on webmasters will be accepted. Nonfeasance of deputy webmasters shall be reported to respective webmasters in the first place. If no correction action has been taken, report on the nonfeasance of the webmaster directly.
Article 59: For reporting nonfeasance of webmasters as stated in Chapter XI, attach the letters to the webmasters or the content of the essay in communication. If the webmaster fails to respond in 7 days, attach the copy of the mail will serve the purpose. No action will be taken without report.
Chapter XVIII Appeal
Article 60: Those who disagreed with the ruling shall file an objection of at the page of “Customer Service Center” by selecting the “appeal of penalty action” section within 7 days after announcement. No appeal will be accepted beyond that date.
Article 61: Only the party concerned may appeal.
Article 62: The “Customer Service Center” will reply to all appeals by email.
Chapter XIX Supplementary information
Article 63: Announcement posted as recommendation to the rules and regulations of the website and the subordinated page to “Additional rules and regulations of the website” will carry the same force as the rules and regulations of the website.
Article 64: In the event of emergency, General Management and the website master are empowered to suspend the rights of any members or suspend the service. Until the event that triggered the emergency was clarified or the situation removed.
